I had same problem and solved it by

1. Download Speed Camera database from GPS Pocket World.
2. Run PIOConverter and save in TomTom ASC format.

However before running asc2idxurl_mk4.exe you have to amend the ASC file.

If you look at the file notice that the third parameter (camera description) has a space before the first double quote. Remove this space so a typical line looks like

-0.00000, 00.00000,"GATSO:XX@40"

rather than

-0.00000, 00.00000, "GATSO:XX@40"

Now run asc2idxurl_mk4.exe as normal. I think prior to 2007-1 or 2 you did not have to do the amend after the PIO convert.

I have 4/100 and 2008-2 with speed cameras on using this method and all the descriptions appear correctly.
