how about: just don't bring guns OR ammunition or explosives while we're on the subject. There's a long list of things you might want to stay away from while traveling.. He should have told his friend to buy it on ebay. Let's all stay away from needles, drugs, weed (yes Canada and California too)..
I don't even bring fruit into/out of countries if i'm not sure. Lesson learned.. good luck on his appeal though.

Yeah, that is a pretty severe sentence for 20 rounds of ammo, but he did screw up big time. Anyone traveling to another country (such as Kalifornia) needs to know the rules and laws that apply in that location. Stupidity and willful ignorance are no excuse.
